| Protecting Small Businesses |
|
Congressman Forbes cosponsored and voted to support the Small Business Paperwork Mandate Elimination Act of 2011 (H.R.4). This bill repeals the burdensome 1099 tax reporting provisions included in the new health care law. Two additional provisions from H.R. 705, originally introduced by Ways and Means Committee Chairman Dave Camp, were added to the legislation. They are: 1) a repeal of additional 1099 reporting requirements that Democrats placed on owners of certain rental properties last year; and 2) a taxpayer protection provision that reduces waste, fraud and abuse in the health care law by forcing greater repayment of improper taxpayer-funded subsidies. H.R. 4 will reduce the deficit by $166 million over the first ten years.
This bill passed by a vote of 314 – 112.

| Opposing Government Intrusion |
|
Every year, the U.S. Census Bureau randomly selects three million Americans to fill out the American Community Survey (ACS), which generates data that help determine how more than $400 billion in federal and state funds are distributed each year. However, many Americans find these questions intrusive and do not wish to answer them. As a result, Congressman Forbes cosponsored the Stop Orwellian Government Act, H.R.931. This bill would make participation in the American Community Survey voluntary by disallowing any criminal penalty for not filling it out.

| Preventing Illegal Immigrants from Receiving Social Security Benefits |
Current law forbids an individual from receiving Social Security payments if they are here illegally, but their entire work history—even work done as an illegal alien—can count toward Social Security benefits if the individual later becomes a legal resident. Congressman Forbes cosponsored the No Social Security for Illegal Immigrants Act (H.R.787), which aims to correct that problem by forbidding work done as an illegal immigrant from being counted toward future benefits. |

| Armed Services |
|
|
Questioned Navy leadership on ship maintenance. In a House Armed Services Committee hearing on the Department of the Navy’s Fiscal Year 2012 budget submission, Congressman Forbes asked Navy leadership if ship maintenance was being adequately funded. Specifically, he asked if the Navy would provide Congress an updated assessment of how they plan to grow our fleet if they are not funding maintenance of the existing fleet. The Navy’s 2012 budget submission contains a $367 million shortfall in ship maintenance that will result in 44 deferred maintenance availabilities.

Funded federal government operations through March 18, 2011. Congressman Forbes supported a short-term continuing resolution (CR) (H.J.RES.44). The CR reduced spending by $4 billion and provided a total of $1.083 trillion in discretionary budget authority for Fiscal Year 2011. The bill eliminated funding that was made available in Fiscal Year 2010 for earmarked programs and projects and eight current government programs for which no funds were requested in the President’s budget .
This bill passed by a vote of 335 – 91.

| Transportation |

|
Extended the authority to appropriate funds for federal highway programs. Congressman Forbes supported the Surface Transportation Extension Act of 2011 (H.R.662). The extension provides a hard freeze at 2010 spending levels through the end of FY 2011 and allows localities to move forward with previously schedule construction plans. The impact of a Highway Trust Fund shutdown would be immediate and severe, resulting in immediate furloughs and suspensions of payments to states already awarding highway contracts for the spring season.
This bill passed by a vote of 421-4.

| Family Values |
|
|
Supported eliminating federal funding for abortion. Congressman Forbes supported the No Taxpayer Funding for Abortion Act (H.R. 3) during a markup in the Judiciary Committee. This bill establishes a permanent, government-wide prohibition on taxpayer funded abortion and insurance coverage that includes abortion.
